Richard has 30 years experience in community development in the Pacific and Aboriginal Australia. His doctoral thesis 'Theorising empowerment practice in the Pacific and Indigenous Australia' was published in 2013. Formerly with the Australian National University Centre for Aboriginal Economic Policy Research, he is currently working as an independent contractor, primarily in Papua New Guinea.
